a follow up to the resale shop/lead testing thing

My local kids clothing resale store just sent out this message:

BREAKING NEWS:

We are SAFE!! The CPSC has just announced new clarification regarding the Consumer Product Safety Improvement Act.
"The new safety law does not require resellers to test children's products in inventory for compliance with the lead limit before they are sold. However, resellers cannot sell children's products that exceed the lead limit and therefore should avoid products that are likely to have lead content, unless they have testing or other information to indicate the products being sold have less than the new limit. Those resellers that do sell products in violation of the new limits could face civil and/or criminal penalties."

are you a reseller or manufacturer?

What is the definition of reseller? Can you change a product (like print a shirt) and sell it under its original certification?

I see this as a small byline saying "store owners..you don't need to check all current stock before you sell, but it is your ass if it does have lead."

Or did I miss something?

It looks like sellers will have to pull their products on Feb 10 and wait a pending vote towards exemption of natural products such as cotton, wool and wood.

I guess it is a wait and see game.

I took it to mean that thrift like places are safe, at least concerning clothing items. Cause I mean, how many clothing or fabric items have ever been shown to have lead? So I doubt that anything they would sell would ever have any lead in it anyways, therefore they wouldn't have a problem.
Am I reading that totally wrong?

I've seen a few clothing recalls

It's usually something like a button or the zipper that is contaminated.

Yah, it's a store I shop at here. After seeing panicky messages all over the internet about this news, this was the first thing I read that clarified. I took it to mean that thrift stores are safe, yes.
